The Thirty Years War (1989-2020)? the Clinton years This session describes the New Cold War (NCW) in Great Power Realist terms. As in all wars, the invocation of Divine Inspiration (see Bush/God) and Humanitarian Intervention (Albright/Clinton) are invoked to mask self interest. To further control of Spykman's 'Rimland', Clinton rejected peace proposals in the Balkans (Gen. L. Mackenzie, Chomsky), led NATO into its first war which weakened Russian influence in their 'near abroad', and enlarged NATO into the former Warsaw Pact (Mearsheimer). Clinton armed Uganda and the RPF and deposed a too independent France from Rwanda (Boutros-Ghali), gained access for Anglo/Can/US corporations in the Congo Wars, and continued war by other means to cripple Iraq and Russia with minimal ground forces and cost in lives or treasure to the US (though considerable cost to others 'the week suffer what they must'). The Second Thirty Years War flouts the International Laws established at the end of the First, in the Treaty of Westphalia. A semi-anarchic system where 'the strong do what they will' seems set to continue with no Peace of Westphalia in sight.
